Key Points

  • In 2024, employed members contribute 14% of their salary. Employers pay 9.5%, and employees pay 4.5%. This percentage is used for the employee’s monthly salary calculation (MSC).

  • Voluntary participants, non-working spouses, and self-employed individuals contribute 13% of their reported monthly income.

  • Household employers follow the same rate as regular employers. If their income is below Php 5,000 monthly, they solely pay the contribution.

What is SSS?

The SSS, also known as Social Security System, was established under Republic Act No. 1161, known as the Social Security Act of 1954.

Subsequent amendments solidified its framework until Republic Act No. 11199, also referred to as the Social Security Act of 2018.

The government created SSS to help its members (or their dependents) during old age, unemployment, sickness, maternity, calamities, disability, or death.

This assistance includes salary loans, pensions, or cash allowances. SSS membership is lifelong, and contributions cannot be withdrawn.

Who are the people required to be covered by the SSS?

RA 11199 outlines the individuals covered by the Social Security System. Here is the roster of these individuals.

Drivers and operators of public transportation

Operators and drivers of public transport vehicles like tricycles, jeepneys, vans, and buses are also required to have SSS coverage.

Household helpers and domestic workers

People hired for household chores and domestic work must also be covered by SSS, as long as they are under 60 years old.

Private sector workers

Workers employed by private firms, regardless of their job status (temporary, provisional, permanent), must maintain active SSS accounts and pay monthly contributions, unless they are aged 60 years or older.

Self-Employed Persons

Individuals who consider only themselves as their employer, earn at least ₱ 1,000.00 monthly, and are under 60 years old must be covered by SSS according to the law.

SSS identifies who qualifies as self-employed members, including:

  • Farmers, fishermen, and workers from the Informal Sector (IS) who have irregular or seasonal incomes.

  • Media personalities, directors, scriptwriters, and freelance news correspondents.

  • Professional athletes, trainers, and coaches.

  • Other self-employed individuals as categorized by the Social Security Commission (SSC).

  • Partner proprietors or sole owners of businesses.

  • Self-employed professionals.

Employees of Philippine-based Foreign Governments or Organizations

Employees working for foreign governments or organizations based in the Philippines under an administrative agreement with SSS must enroll for SSS coverage.

Overseas Filipino Workers (OFWs)

All Overseas Filipino Workers (OFWs), whether land-based or sea-based, are now required to have SSS coverage. 

OFW refers to individuals engaged in paid activities outside their citizenship country or aboard foreign vessels, excluding government, military, or non-commercial ships.

Individuals not included in the above categories can still apply for an SSS account as Voluntary Members.

What is the SSS contribution rate in 2022?

In 2022, the monthly SSS contribution rate was 13%. Here’s how the total contribution is divided between employers and employees:

  • Employee’s Share: 4.5% or 0.045 

  • Employer’s Share: 8.5% or 0.085

What is the new SSS contribution table starting 2023?

In 2023, the SSS Fund’s monthly contributions rose to 14% from 13% in the previous year. This change also updated the contribution table. Here are the shares:

  • Employees pay: 4.5% or 0.045.

  • Employers pay: 9.5% or 0.095.

The correct amounts from the any SSS member or the employee and the employer, to make the total SSS monthly contribution are shown in the SSS contribution table, also known as the SSS contribution schedule. 

 Using the Monthly Salary Credit (MSC), computing the total contribution, the employee’s share, and the employer’s share requires the SSS contribution table.

Employed individuals may also be required to contribute to an Employee’s Compensation (EC) fund.

The employer pays solely as part of the Employee Compensation Program (ECP), which provides a compensation package for work-related injury, sickness, or death.

The new SSS contribution table also features a column for the Mandatory Provident Fund (MPF). 

Contributions to the MPF are obligatory for individuals earning above ₱20,250.

Both the worker and employer split the MPF contribution similarly to their regular SSS contributions, applicable solely to sums exceeding ₱20,000.

The MPF is a program aimed at boosting members’ savings for better retirement benefits.

Minimum Monthly Salary Credit

Starting from 2024, the lowest monthly wage amount for SSS contributions is Php 4,000.00.

Maximum Monthly Salary Credit

On the contrary, the highest monthly wage amount is Php 20,000.00.

What is the SSS contribution rate for 2024?

In 2024, the SSS contribution remains at 14%, same as last year. The 2023 SSS contribution table applies for calculations in 2024. The breakdown is:

  • Employee’s part: 4.5% 0.045.

  • Employer’s part: 9.5% or 0.095

How to compute the SSS contributions of members

The entire SSS contribution rate is 14% based on the member’s Monthly Salary Credit (MSC). Locate the MSC in the contribution table based on the member’s correct salary range.

Match your monthly salary to find the right range. There are variations in calculating the total contribution.

Regular Employers and Employees

If you earn less than ₱20,250.00 monthly:

To find your Total Monthly Contribution (TMC), use this formula:

  • (Monthly Salary Credit × Contribution Rate) + EC Contribution = TMC

Example for 2022:

  • Salary ₱10,650.00, MSC ₱10,500, EC 10

  • (₱10,500 × 0.13) + 10 = ₱1,375.00 TMC

Example for 2023-2024:

  • Salary ₱10,650.00, MSC ₱10,500, EC 10

  • (₱10,500 × 0.14) + 10 = ₱1,480 TMC

If you earn ₱20,250.00 or more monthly:

Calculate TMC using:

  • (MSC × Contribution Rate) + EC Contribution + (MPF × Contribution Rate) = TMC

Example for 2022:

  • Salary ₱23,000.00, MSC 20,000, MPF 3,000, EC 30

  • (20,000 × 0.13) + 30 + (3,000 × 0.13) = ₱3,020.00 TMC

Example for 2023-2024:

  • Salary ₱23,000.00, MSC 20,000, MPF 3,000, EC 30

  • (20,000 × 0.14) + 30 + (3,000 × 0.14) = ₱3,220.00 TMC

To figure out your SSS contribution, adjust the rate to 0.095 for employers or 0.045 for employees, and remove EC as needed.
