What is SSS?
The SSS, also known as Social Security System, was established under Republic Act No. 1161, known as the Social Security Act of 1954.
Subsequent amendments solidified its framework until Republic Act No. 11199, also referred to as the Social Security Act of 2018.
The government created SSS to help its members (or their dependents) during old age, unemployment, sickness, maternity, calamities, disability, or death.
This assistance includes salary loans, pensions, or cash allowances. SSS membership is lifelong, and contributions cannot be withdrawn.
Who are the people required to be covered by the SSS?
RA 11199 outlines the individuals covered by the Social Security System. Here is the roster of these individuals.
Drivers and operators of public transportation
Operators and drivers of public transport vehicles like tricycles, jeepneys, vans, and buses are also required to have SSS coverage.
Household helpers and domestic workers
People hired for household chores and domestic work must also be covered by SSS, as long as they are under 60 years old.
Private sector workers
Workers employed by private firms, regardless of their job status (temporary, provisional, permanent), must maintain active SSS accounts and pay monthly contributions, unless they are aged 60 years or older.
Self-Employed Persons
Individuals who consider only themselves as their employer, earn at least ₱ 1,000.00 monthly, and are under 60 years old must be covered by SSS according to the law.
SSS identifies who qualifies as self-employed members, including:
- Farmers, fishermen, and workers from the Informal Sector (IS) who have irregular or seasonal incomes.
- Media personalities, directors, scriptwriters, and freelance news correspondents.
- Professional athletes, trainers, and coaches.
- Other self-employed individuals as categorized by the Social Security Commission (SSC).
- Partner proprietors or sole owners of businesses.
- Self-employed professionals.
Employees of Philippine-based Foreign Governments or Organizations
Employees working for foreign governments or organizations based in the Philippines under an administrative agreement with SSS must enroll for SSS coverage.
Overseas Filipino Workers (OFWs)
All Overseas Filipino Workers (OFWs), whether land-based or sea-based, are now required to have SSS coverage.
OFW refers to individuals engaged in paid activities outside their citizenship country or aboard foreign vessels, excluding government, military, or non-commercial ships.
Individuals not included in the above categories can still apply for an SSS account as Voluntary Members.

Using the Monthly Salary Credit (MSC), computing the total contribution, the employee’s share, and the employer’s share requires the SSS contribution table.
Employed individuals may also be required to contribute to an Employee’s Compensation (EC) fund.
The employer pays solely as part of the Employee Compensation Program (ECP), which provides a compensation package for work-related injury, sickness, or death.

To find your Total Monthly Contribution (TMC), use this formula:

- (₱10,500 × 0.13) + 10 = ₱1,375.00 TMC
Example for 2023-2024:

- (₱10,500 × 0.14) + 10 = ₱1,480 TMC
If you earn ₱20,250.00 or more monthly:
Calculate TMC using:
- (MSC × Contribution Rate) + EC Contribution + (MPF × Contribution Rate) = TMC
